You’ve misunderstood that phrase, “We the People”. The “Framers” were quite openly saying that they only considered themselves (the ruling class) to be fully human, and that they considered the majority of the human beings on the continent (including women, blacks, the indigenous “savages”, and poor European-Americans) as less-than-human, unpeoples, unfit to make public policy. The Framers were hostile to popular democracy. They never considered peasants sovereign. They assumed power and decision making was the exclusive prerogative of the ruling class, not the bewildered herd.
