Gang-stalking. Extremely low frequency radiation. Voice to Skull (V2K) technology. None of these were terms the author had ever heard of during his 15 years at the C.I.A.

In 2015 I began receiving emails from people telling me that they believed they had been targeted by elements of the U.S. government using something called Directed Energy Weapons. They frequently used terms like “gang-stalking,” “extremely low frequency” radiation and “Voice to Skull” (V2K) technology.
I had never heard any of these terms in my 15 years at the C.I.A. Most of the people who reached out to me called themselves Targeted Individuals, or TIs, and they believed strongly that it was the C.I.A., with the likely help and connivance of NSA, the Defense Advanced Research Projects Agency (DARPA) and possibly the F.B.I. targeting them.
I received so many of these communications that I took advantage of my attendance at an event hosted by the American Psychological Association (APA) to ask if any of the psychologists there could shed any light on the allegations.
Two of them looked at each other knowingly and told me that they also had received dozens of these inquiries. They told me that what I was describing was a very common form of mental illness.
They said that when some people felt overwhelmed by life’s problems, their brains defaulted to the easiest understandable explanation — there had to be some external force impacting their lives negatively, something that was preventing them from exercising control over their lives. The easiest answer to what entity would do such a thing is the one that is best known — the C.I.A.
I believed that that was the end of the story until, about a year later, I ran into Bill Binney, the former technical director at NSA, that service’s former fourth-ranking officer. Bill is a renowned and highly-respected national security whistleblower and I value his opinion greatly.

I mentioned what I had heard at the APA and he said that he thought that was wrong. He said that, while it was not necessarily his area of expertise, he was enough of a tech expert to know that there might be something to the complaints that I was receiving.
DARPA, he said, would be the governmental entity responsible for developing weapons that would cause at least some of the complaints that I was hearing about. We already knew from press reports that the military was developing weapons that could destroy enemy tanks with lasers, or might blind enemy soldiers without killing them.
More People, Same Complaints
As time passed, I came into contact with more people with the same kinds of complaints.
I’m not talking about crackpots, such as the woman who writes to me to complain that my ex-wife had rigged a system of train tracks underneath her house so that she could install a giant magnet that controlled this woman’s movements after surreptitiously giving her a mastectomy and implanting steel rods in her chest.
I’m not talking about the former ambassador’s wife who sent me more than 250 photographs of shadows in her apartment one night to “prove” that the C.I.A. was irradiating her; and that was after she had covered literally the entire interior of her apartment with aluminum foil.
I’m talking about a medical doctor from Harvard Medical School, a practicing psychologist, and a PhD chemist from the University of California at Berkeley. These were people who were highly-functioning, who were clearly intelligent and well-informed, and who were obviously in distress. I began paying even closer attention to the issue.
In 2016, staff members at the U.S. and Canadian embassies in Havana began reporting that they were suffering from ringing in the ears, vertigo and even cognitive dysfunction. More “official” Americans assigned to U.S. embassies and other installations in places as far-flung as China, India, Europe and Washington, D.C., reported similar symptoms, which the government began calling “anomalous health incidents” (AHI).

Physicians from the C.I.A. and the State Department confirmed that their officers were among the officials complaining that they were affected by what came to be called “Havana Syndrome.”
The Departments of State and Defense and the entire Intelligence Community were tasked with getting to the bottom of the phenomenon, alternately concluding that it was caused by crickets, by “unidentified foreign actors,” by ultrasound or microwave weapons, pesticides, toxins or even as a result of mass hysteria.
In the end, nobody could agree on anything. An interim C.I.A. report released in January 2022 found that Havana Syndrome was “not the result of a sustained global campaign by a hostile power,” at least in 976 of the 1,000 cases reviewed.
A study released by the Biden administration a month later found that the malady was likely not a result of stress or psychosomatic reactions and that it “could have been caused by radio waves.” A State Department study released around the same time found that it was “unlikely that a directed energy attack had caused the health incidents.”
And in March 2023, seven U.S. intelligence agencies released an unclassified report finding that “available intelligence consistently points against the involvement of U.S. adversaries in causing the reported incidents.” Pentagon efforts to recreate Havana Syndrome in animals by exposing them to radio waves for extended periods were unsuccessful.
I believe that Havana Syndrome is real. It’s now well-documented, with MRIs in many cases showing documentable traumatic brain injuries. I have no idea if it is a result of something called a “Directed Energy Weapon.” I don’t know if there even is any such thing as a Directed Energy Weapon.
People whom I respect and trust — who do understand the advanced technology that something like a Directed Energy Weapon would require — tell me that even if such weapons existed, which they can’t confirm, they wouldn’t be able to “follow” a victim as that person moved from location to location.
It’s possible, they argue, that, instead, some victims of Havana Syndrome are especially sensitive to radio waves.

A 2013 investigation by Slate also found that that might indeed be the case.
Slate documented some 25 people who claim to suffer from Havana Syndrome-type symptoms have moved to Green Bank, West Virginia, an area known as the U.S. National Radio Quiet Zone, a 13,000 square mile area where most types of electromagnetic radiation on the radio spectrum are banned.
These include radio and television broadcasts, WiFi transmissions, cell phone signals, Bluetooth and anything else that uses wireless technology. The reason for this quiet zone is so that the signals do not interfere with the National Radio Astronomy Observatory, the home of the world’s largest radio telescope.
The 25 people with Havana Syndrome-like symptoms say that, since moving to Green Bank, they no longer suffer from the dizziness, nausea, rashes, irregular heartbeats, weakness and chest pains that had afflicted them previously.
Could Havana Syndrome be caused by the untold number of invisible radio waves surrounding us at any given time? It’s certainly possible.
I wish that I could provide answers to the many, many questions that I get. But I don’t have those answers. I truly hope that we are not seeing governmental experimentation using futuristic weapons. I hope we aren’t seeing futuristic weapons developed by our enemies. Whatever these phenomena are, I hope the people affected by them find relief.

Human Experimentation by use of Remote Neuroweapons built with semi-autonomous recurrent generative neural networks.
The Soviets beamed microwaves at the US embassy from the 1950s through the 1980s. The reason was never revealed, but it was likely an attempt at either jamming US equipment or activating remote listening devices. Noteworthy is the fact that it was 1) detected, 2) measured, 3) determined to have no health effects. These facts alone make it the opposite of what has been asserted for the alleged “Havana Syndrome.”
Sounds like a great time for our old friend the “which is more likely test.”
Which is more likely?
An impoverished country with a low level of indigenous military and technological development created a mysterious new weapon and/or espionage method.
Then it used it in a completely unfocused, but noticeable way on targets that are seemingly random.
That the advantage and/or benefit of that weapon/espionage method is completely mysterious.
That the application of high-powered directed energy is responsible but that it is also inexplicably undetectable using equipment designed to measure radio frequency energy.
If this activity was proven to be real, it is a provocation that could lead to war that would completely annihilate perpetrating country, and despite this, they are doing it anyway.
Or…
That a common weakness of human beings is that fear and suggestion amplifies sensitivity to ordinary stimuli.
That the effects on affected individuals are completely subjective. That the methods used to investigate the “injuries” are themselves inherently subjective.
If electromagnetic waves had been detected, we would know the frequency and power level.
That intellectual and journalistic standards are at their lowest when directed toward Official Enemies like Cuba, Venezuela, Iran, etc…
That mass suggestion combined with panic are quite common in human experience, like War of the Worlds, McMartin preschool, the Oregon hallucination virus, the 2016 Evil Clown sightings, and now this.
That either through stupidity or simply taking advantage of an opportunity to further demonize an Official Enemy, officials are amplifying as nefarious something that has a simple explanation.
That the National Academies of Science, Engineering and Medicine wrote their report to support a pre-determined conclusion regarding an Official Enemy and ignored abundant evidence to the contrary.

Havana Syndrome only affects US State Dept employees. It’s most likely a form of chronic headache/Moral PTSD caused by having to spend ones entire career practising the blatant Exceptionalistt bullshitting that is American diplomacy.
There is proof that our govt wether CIA, DARPA, military, CDC, DOD, etc has experimented (medical and psychological) on US citizens without their knowledge or permission since WW2. There are too many to name but Tuskegee syphilis, mind control, stateville prisoners malaria, plutonium injections, mustard gas on our troops, operation midnight climax, operation sea spray, operation big buzz, willowBrook experiments & Harvard psychology experiments that unabomber participate in are just the ones we are aware of. So, the common factor is that it happened in USA’s embassies. My guess is that there is a combination of super-strong Radio Frequency and/or magnetic field equipment in those embassies that would have inadvertently caused these injuries to staff. They just have not figured out yet what it is exactly.
Another intriguing detail in Kiriakou’s above article is that 2015 is the year when he started receiving inquiries on this topic. Interestingly, 2015 is the year where the earth magnetic field began to decrease rapidly and locations of the north & south magnetic poles started to shift much faster. A weakened magnetic field allow more cosmic radiation to reach earth’s surface, which can affect us psychologically. The rapid displacement of the magnetic poles will be disorienting to most species, including humans. Some people are more sensitive than others. This will be compounded by exposure to wireless devices. Look up “electrosensitivity”.
Personally I went through hell for several months in 2011. This sensitivity disappeared a few months after I got rid of my cordless phone. Don’t expect instant results by just switching off your wireless devices. It may take several months for your physiology to get back to normal. Took me 3 months, and yes, life is actually possible and enjoyable without wireless devices! I’m just using a land line and wired internet connection now.

A team of University of Michigan and Zhejiang University researchers saw the acoustic spectral plots of this recording, and immediately recognised a phenomenon known as intermodulation distortion. The plots told them what frequencies had been responsible, and with no more than two simple ultrasound sources and a smartphone to record they were able to reproduce it.

While some, perhaps many, of the ‘Havana syndrome’ cases may be down to mass hysteria, a desire to paint the Cuban government in a bad light, and so on, the facts that these researchers were able to immediately recognise and then so easily reproduce the sound and spectrogram seem highly convincing. As the researchers point out, the sources of the ultrasound could well, if not most likely, have been within the US embassy itself, for example intruder alarms, motion-triggered security cameras or automatic doors, room occupancy sensors, or pest control or counter-surveillance devices. Basically (see the technical report for details), all that is really needed is two devices emitting ultrasound, of which there are many nowadays, interfering with each other.

Evelyn Waugh, the novelist, suffered delusions and heard “voices”. He fictionalized this in “The Ordeal of Gilbert Pinfold.”
Waugh took an intoxicant brew of bromide, chloral, and alcohol (crème de menthe). The head of psychiatry at St Bartholomew’s Hospital suggested replacing chloral (as a sleeping draught) with paraldehyde.
The hallucinations and “voices” stopped immediately.

I have a personal interest in these cases since I too suffer from many of these symptoms. I am 59 now, they came on suddenly at age 39. Before then I had no hearing/brain/migraine/memory/tinnitus/etc issues whatsoever. I have them all now, but not so bad. So I m thankful for that.

So in that vein, I can tell you that crack cocaine and Xanax would shut down the tinnitus entirely. For a day or two. Also curbed most of the painful symptoms for about two weeks. Went on for a decade at least. Maybe 15 years.
I have long puzzled over this phenomenon, but, not being an expert, and not having a dog in this fight, have not weighed in anywhere until now. It seems to me that there is some coverup going on here. There is too much smoke for there to be no fire.
I’m not a conspiracy nut. Never wore an aluminum foil hat, never believed a word Trump said, didn’t believe McCarthy when he said he had names of commies in the government. If there were only five or ten people with this, I doubt we’d ever have heard about it.
The embassies are indeed the key, as commenter Red Star has pointed out. What is going on at US embassies abroad which is causing Havana Syndrome? It’s not the Russians, or the Chinese, or anyone other than the one countrly the embassies have in common: the United States. Obviously the US government is not going to say, or they would have by now.
Someone not in government needs to interview affected and non-affected embassy employees to figure this out. We need to know what has happened to our citizens in their service to our country.

There is a brainprint unique to all of us (a lot of info online) that Duncan and others state is used for tracking. Interesting–of course, it all has to be loosely speculative at this point.
There are reasons for speculation. We can assume that the alpha agencies continue to work on methods of control of individuals and of public opinion. This is not really controversial, though surely most of what they are doing is a lot more familiar.
We ask whether it could work, but it might be done though it does not. The fact that at least a lot of MKUltra experimentation did not produce the desired results in no way suggests that test subjects experienced no symptoms from the consumption of LSD. These are just separate questions.
It is likely more useful to speculate as to how we would attempt to accomplish such a thing were we working to do so ourselves.
If these symptoms are caused by “waves” of some sort, it seems unlikely that these are exactly the sorts of waves to which we are all subjected constantly. If symptoms disappear in “radio quiet” areas, then they might come simply from some sensitivity to radio waves, and little else gets explained. There are media transmissions that influence epileptics, and these may or may not be used to target them. Let’s set that aside as possible.
There are a lot of sorts of wave, including different frequencies of radio. Some sorts of waves can be directed to target a localized area. Lasers are an example. This does not mean that some other wave can be similarly directed. It does mean that some other wave that might be regarded as of use by alpha agencies might in some way be directed–whatever such waves might be.
Has it happened. I don’t know. But I would be surprised were no one trying to work out how it might be possible.
Not everyone who works for the CIA is bad/ negative – but the CIA is one of the most criminal organizations in this world.
Their job is usually to do what must not be done publicly (= forbidden, criminal), including assassinating presidents.
People who talk well about the CIA should hardly be taken seriously.
Good people among them allow the public to learn something about the CIA’s activities.
Red Star has hit the nail on the head. The source is surely internal to the official buildings, all of whose internal workings are secret, surely the work of the DARPA. ‘Tisn’t the first time that the U.S. government has used its own people as guinea pigs.
If one wishes to look further, one will find a major movement afoot fighting wireless technology (including court cases under was in the U.S. and France). Yes, everybody is bombarded by radio waves, but everybody has her/his own personal physical make-up that determines the person’s reactions to those waves, and some people have been shown to be VERY sensitive to electromagnetic radiation, others remarkably resistant.
This energy has been proven to be the source of the phenomenal increase in brain cancers and other cancers, although the brain cancers, especially blastoglioma, one of the most horrible diseases known, are routinely NOT not entered on WHO member state cancer registries, so, they barely exist, so we are told.
Lennart Hardell and Michael Carlsberg, in Sweden, explored the case of Sweden (home of Ericsson, one of the biggest telecom companies in the world and a very heavy heavy-weight in the cosmos of Sweden), which at the time (2016) had the oldest and densest
wireless phone network in the world. The WHO for years has consistently used Sweden’s lack of any the cancers “supposedly” associated with wireless technology as proof that this technology is thoroughly safe. Hardell and Carlsberg, tracking hospital admissions for treatment then death certificates, demonstrated that these cancers are indeed there, are indeed very serious and are indeed occurring in ever greater numbers.
Jean Hêches, a long-time anti-nuclear activist living in Alsace, was approached by a local group that had organized to oppose the construction a cell phone tower above the village where he lived. He was trying to withdraw from his years of intense activism and refused to get involved, but what the group was saying intrigued him, so, he took a look, following the indications of a local doctor who had instigated the opposition to the tower. He found what the doctor had found: there is a huge body of information — including MANY peer-reviewed studies — attesting to the harmfulness of electromagnetic radiation. So, he joined the group.
In the end, he made a documentary, Ondes, Science et Manigances (Microwaves, Science and Lies — available in English also), which is the best such piece of work I know of to date. It was made in 2014, but it is even more relevant today than then.
What is being discussed in the J.K.’s is right in line with what electro-sensitive people suffer, and this is what Hêches explored.
Given the involvement of the United States military in developing this technology for all sorts of nefarious purposes, much about where it is now and where it is going is surrounded by secrecy, yet there is no lack of solid information in the public domain.
I have worked with some of the people who appear in the documentary, including Lennart Hardell and Mona Nilsson, and can testify personally to the brilliance of their work. Also, as a journalist accredited to the WHO for over twenty years (and subsequently lost my accreditation for my criticism of the organization and its every greater corruption), I can testify for the collusion between the WHO and the telecom industry, which has essentially bought the WHO in regard to anything in this area.
Hêches’s strong point is his exploration of the “safety standards” that assure us — via the WHO — that electromagnetic radiation is safe. These standards have consistently been set by industry and they are entirely bogus.
Dr Michael Repacholi was hired by the WHO to create an international corpus of safety standards for electromagnetic radiation, drawing on standards from throughout the world. When hired, he was required to raise the funds to pay for the work. Being Australian, he came up with substantial funding from a not-for-profit hospital foundation in Queensland. Shortly before the project was finished, it was discovered that Australian telecom industry was funneling the money to him through the foundation. Unique in the history of the United Nations, there was an international petition demanding his firing. He was allowed to finish the project.
You can see him in the film in his vineyard in Tuscany where he retired, although he still speaks at industry-sponsored events.
I asked Maria Neira, his supervisor (who appears in the film), if she intended to have the work done over, properly. She answered simply that the only parties willing to fund further work on telecoms and health are industry supported foundations. Go figure…
In 2017, the Swiss parliament refused legislation required to allow an increase in cell phone towers for 5G technology. The decision was the result of a major lobbying campaign carried out by a civil society organization of Swiss doctors backed by the national Swiss Medical Association (Fédération Médicale Helvétique in French).

Electronic poisoning is what a co-worker called it. She left electronics, cell phones, computer screens. Lost lotsa weight, gained back healthy habits. Feels like a normal, and much less stressed, anxious, rushed, worried and sick-feeling person, with a calmer more people-oriented life. Even old cord phone in house now too. Hmm; could this syndrome actually be be related to “electronic poisoning”? This woman no longer needs doctor to help w/similar symptoms, plus allergy-type symptoms. Thank you for your work!
I have personal experience in corresponding with so-called TIs who allege they are being “gang stalked.” I cannot speak to the other methods, but “gang stalking” is utter BS. Every time I tried to get specifics or proof that someone was part of a gang stalking the person, they came up empty. Go to YouTube and look it up (if the topic is still allowed, it’s been 7 years since I last communicated with these guys). There is nothing whatsoever suspicious in the videos and there is no possible way that the number of people allegedly involved would even consent to being a part of this kind of activity.
There is so much we still don’t know.
While working with colleagues on Alzheimer’s, one hypothesis was that people who sustain concussions and relatively mild brain injuries often go on to develop dementia (and Parkinson’s); boxers and pro football players are at the extreme end of the scale. Talking to some Swedes at a Neuroscience meeting, they were studying brain injuries in miners which they believed were the result of shock waves of repeated relatively innocuous, shielded explosions. While children seem more resilient, many adults in car accidents may never recover from seemingly minor jolts. The last century saw mankind achieve so much progress but also be exposed to potentially negative effects of this progress (not just electricity and radio and X rays, and sunshine, along with jackhammers and vibrations) but also a host of chemicals, ranging from nerve gases, to plasticizers, to pesticides, to vaccines, to fructose as a food additive. Parkinson’s disease is known to also show up somewhat selectively in welders using manganese. Most of these health issues are multifactorial (unlike asbestos exposure in ship builders, heavy metals such as lead and arsenic heavily used by painters at one time, or the hepatic cancers in tire manufacturing) and it is difficult to gauge the contribution of different factors and how one might affect some people and not others. Even innocuous crickets may push a few over the edge.
(I remember in the mid 1990s applying for a grant on Parkinson’s Disease, and was told by the administrators at the time that they had cured PD! The DOD told me they were focusing on breast cancer research at the time, and there was lots of money for political reasons and I should change my field of research. Easier said than done.)
Since the people involved seem mostly to be in nefarious government agencies, perhaps these affected individuals are developing their “consciences”? Better late than never. “The mind is a terrible thing” and psychosomatic illnesses are difficult to treat.

From memory, a team of University of Michigan researchers recognised a spectral plot recorded in Havana as intermodulation distortion, and easily reproduced it using no more than two simple ultrasound sources and a smartphone to record the results and produce a spectral plot identical to that recorded in Havana. The facts that they instantly recognised it and so easily reproduced it seem extremely convincing. The sources could easily have been within the US Embassy, such as devices used for burglar alarms, room occupancy sensors, counter-surveillance or pest control. I’ve asked signal processing experts about this, and they’ve told me it sure looks like the UofM team are onto something. I suggest John Kiriakou and anyone else who’s interested, but doesn’t understand intermodulation distortion, do likewise.
Which isn’t to say this was the sole cause, or that none of the cases were some kind of mass hysteria or desire to portray Cuba in a bad light.

Could it perhaps be stereotactic? Also, there are very many articles in reputable outlets (such as The New York Times) which trace the development of DEWs back decades. They seem mainly to target adversaries electronic equipment rather than human bodies.
I am a neuroscientist who has been very interested in this phenomenon for some time. There is no known way to do this with ultrasound or microwaves or radio waves that would not be very obvious, for example a sensation of heat if microwaves were used. Everyone, and I mean everyone, is bombarded by radio waves of many frequencies all day long (cell phones, cell towers, cordless phones, radar installations, etc.) so if that is what is causing it then we all should have the symptoms. If this is a real malady that is not just the result of aging and perhaps excess pharmaceutical or alcohol use, which I still doubt, then the easiest way to do it would be with low level toxins of various sorts. Many toxins (including pesticides) could do this. One of my areas of study is organophosphates, which would have symptoms somewhat like some of those reported.
Actually the science is clear on this. I’m a qualified scientist (1’st class master’s degree, Neural Networks…etc).
You say you’re a neuroscientist? What do you think neuroscientist’s (such as Dr. Giordano) have been saying on this? If you were really aware of this area of research you would also be aware that heat or burning does not necessarily occur.
I have significantly researched both RF electrical engineering and the neuroscience of Havana Syndrome and have published a book on this.
If you’re really a neuroscientist you should be aware of the Hodgkin-Huxley model of the neuron that won the inventors the Nobel prize.
I have used this same model to prove that neurological effects can occur without burning or heat sensations. Temperature increases less than 0.001 C can cause significant effects.

Then you would also be aware that pulsed radio and microwave energy is the most likely cause and stated as such (National Academy of Sciences, IC experts panel, Dr. James Lin, Dr. James Giordano…etc, where large amounts of energy are transmitted in short duration pulses. This is very different to normal radio and microwaves that don’t affect everyone.
Some nation states could be responsible for some cases, however the most plausible cause of who’s doing this is organised crime (the technology has been around since at least the 60’s) and that would explain why some try to deny the obvious science of this.

Having been aware of the Havana Syndrome for some years, via regular updates in Fortean Times, it always seemed to me that there was one common denominator – American embassies.

John, EMH hypothesis of Havana Syndrome has been falsified. Objective findings in diagnosed Havana Syndrome are incompatible with EMH.
In fact, I am certan that they use radiospectography there, which is why they do not want any interference in the radiowave transmissions. It would cpmpound the problem. It would very likely accelerate the process of neurodegenerative disease.
