President George W. Bush is again riding roughshod over the U.S. Congress, authorizing a $400 million covert operation against Iran and receiving little but acquiescence, according to investigative journalist Seymour Hersh.
"This president has read it this way: anything that has to do with the military, even if it's intelligence collection by the military, is part of warfare, preparing the battlefield," Hersh says. "And they don't have to tell Congress anything."

The covert activities involve support of the minority Ahwazi Arab and Baluchi groups and other dissident organizations, according to Hersh. They also include gathering intelligence about Iran's suspected nuclear weapons program.
