In an article in The New Yorker, investigative reporter Seymour Hersh writes that President George W. Bush issued a "presidential finding" for a covert operation against Iran that could spend up to $400 million, and that top Democrats were informed.
An unidentified source told Hersh: "The Finding was focused on undermining Iran's nuclear ambitions and trying to undermine the government through regime change." [New Yorker, July 7, 2008, issue]

In an interview with CNN, Hersh said Bush and Vice President Dick Cheney "believe that their mission is to make sure that before they get out of office next year, either Iran is attacked or it stops its weapons program,"
